Summary

Andersen is hiring an Oracle APEX Developer in Abu Dhabi. The role supports digital transformation initiatives by enhancing public-sector systems and improving service efficiency and accessibility.

The customer is a public-sector organization responsible for advancing digital innovation and modernizing services across multiple domains. It supports strategic initiatives in emerging technologies, collaborates with industry and research partners, and develops long-term technology frameworks for improving operational efficiency and service accessibility. The organization focuses on secure, scalable, and sustainable digital development to drive continuous improvement within the broader ecosystem.

The project focuses on digital transformation in the UAE to develop and support digital solutions, enhance social services, strengthen public engagement, advance international relations, and optimize administrative processes.

Responsibilities

• Designing, developing, and enhancing enterprise applications using Oracle APEX.
• Building responsive and user-friendly interfaces with a strong focus on usability and performance.
• Developing dashboards, forms, workflows, approvals, and reporting components.
• Supporting and extending Oracle EBS R12.2.9 modules through custom solutions.
• Developing and maintaining integrations between APEX applications and Oracle EBS using Interface tables, APIs, Concurrent programs, and Oracle Workflow.
• Writing and optimizing complex SQL queries, PL/SQL packages, procedures, and functions.
• Ensuring high-performance database design, tuning, and data integrity.
• Working closely with business users and functional consultants in HR/Payroll, Finance (GL, AP, FA, CM), and Procurement (iProcurement, Purchasing).
• Translating business requirements into technical designs and working solutions.
• Developing ERP-related reports using Oracle BI Publisher, APEX Interactive Reports, and Custom SQL-based reporting.
• Preparing technical documentation for developed solutions.
• Providing post-production support, troubleshooting, and enhancements.

Requirements

• Hands-on experience with Oracle APEX development for 3+ years.
• Solid expertise in Oracle Database (SQL/PLSQL).
• Experience working with Oracle EBS R12.2.x technical architecture.
• Proven knowledge of ERP modules (HR Core Payroll, GL, AP, Cash Management, Fixed Assets, iProcurement, Purchasing).
• Experience working with REST and SOAP web services.
• Hands-on experience with Oracle Workflow Builder.
• Strong skills in XML/JSON processing using PL/SQL.
• Understanding of SDLC, Agile delivery, and DevOps tools (e.g., Azure DevOps).
• Ability to work in a structured enterprise environment with governance standards.
• Level of English – from Intermediate+ and above.

Desired skills

• Oracle APEX certification.
• Experience with ERP modernization projects and digital transformation initiatives.
• Familiarity with security frameworks, SSO, and role-based access control within Oracle.
• Experience with Oracle Forms and Reports.
• Familiarity with Oracle Application Framework (OAF).
