Summary

Andersen is hiring an Oracle Developer for a project supporting public sector digital transformation, improving efficiency, governance, and modernization of government services.

The customer is a large public sector organization focused on supporting strategic initiatives and coordinating activities across multiple institutions. Its key priorities include improving operational efficiency, strengthening governance processes, and driving modernization through innovation and digital transformation. The organization is also committed to enhancing service quality and supporting sustainable long-term development goals.

The project is focused on supporting a government organization established in 2006 to enhance administrative efficiency, strategic coordination, and public sector innovation. Based in Dubai, the initiative aims to streamline cabinet affairs operations, improve decision-making processes, and drive digital transformation across key governmental services.

Responsibilities

• Developing and customizing applications within Oracle E-Business Suite (EBS).
• Designing and building user interfaces using Oracle Application Framework (OAF).
• Developing web-based applications using Oracle APEX.
• Writing and optimizing PL/SQL code including packages, procedures, and triggers.
• Working on Forms Personalization, Custom.pll, and Workflow customization in EBS.
• Collaborating with functional teams to gather and translate business requirements.
• Performing system integration and supporting APIs, interfaces, and data migration.
• Troubleshooting and resolving issues across EBS, OAF, and APEX environments.
• Ensuring performance tuning, data integrity, and system security.
• Preparing technical documentation and support system enhancements.

Requirements

• Experience in Oracle development for 6+ years.
• Strong experience with Oracle E-Business Suite (EBS), preferably R12.
• Hands-on experience with Oracle Application Framework (OAF).
• Experience with Oracle APEX development.
• Strong knowledge of SQL and PL/SQL (packages, procedures, triggers).
• Experience with Oracle Forms and Reports.
• Experience with system integration, APIs, interfaces, and data migration.
• Experience in performance tuning, debugging, and troubleshooting.
• Level of English – from Upper-Intermediate.
